A record cannot be submitted or authorized
How to diagnose submission and approval blockers.
Submission and authorization can fail for different reasons. Submission starts the lifecycle; authorization applies the next eligible approval decision.
Submission checks
- the record is Captured or otherwise submit-eligible;
- required fields and referenced records are present and current;
- the user has the entity's required Update/submit authority;
- no conflicting Amendment or duplicate operation is in flight;
- the record has not changed since the page loaded;
- conditional access policy conditions are satisfied where applicable.
Authorization checks
- the user has the exact pending level: Approve L3, L2, or L1;
- levels are completed in sequence L3 → L2 → L1 → Authorized;
- the maker and earlier approvers are separated when required;
- the record is still pending the level shown;
- data scope and conditional policy checks still pass;
- business validation performed at final authorization still succeeds.
Rejected records normally return for correction and resubmission. Denied is a terminal authorization decision where implemented. An Authorized business record can still have a separate Pending or Failed processing status; do not repeat approval just because posting has not completed.
